Invitation to Tender Framework Agreement – Communication Material Production for Rainforest Foundation Norway (RFN)

1.Background

Rainforest Foundation Norway (RFN) is one of Europe’s leading organizations working to protect the world’s rainforests and strengthen Indigenous Peoples' rights. Learn more at regnskog.no.

To support RFN’s communication efforts, we invite interested parties to submit tenders for a Framework Agreement for Communication Material Production, covering a wide range of design and production services for print and digital materials.

2. Purpose and Scope

The Framework Agreement will allow RFN to procure communication material production services without an obligation to purchase specific quantities. Services may include:

• Graphic design for reports, briefs, and publications
• Creation of infographics and visualizations (e.g., maps)
• Video production and editing
• Event materials (banners, flyers, roll-ups, hand-outs)
• Digital assets for social media and websites

3. Time Frame

• The Framework Agreement will run for 2 years, with an option for RFN to call for 1+1 year extensions (up to 4 years total).
• Individual assignments will be issued under the Framework Agreement based on specific needs.

4. Qualification Requirements

Tenderers are asked to describe their:

• Experience with producing high-quality visual communication materials for NGOs or similar organizations
• Proficiency in graphic design, video production, and infographics
• Ability to meet deadlines and deliver within agreed budgets
• Compliance with the Norwegian Transparency Act and sustainable production standards

• Policies with respect to:
  • Environmentally sound services
  • The amount of travel to perform the services

Tenders should include:

• Company profile (organization, financial status, ownership structure)
• Examples of relevant projects and client references (min. 3 references)
• Team CVs, highlighting experience relevant to the scope of work
• Pricing proposal, specifying hourly/daily rates (with and without VAT)

7. Evaluation Process

Tenders will be assessed based on:

• Fulfillment of qualification requirements (40%)
• Price and value for money (30%)
• Relevant experience and references (20%)
• Sustainability policies and practices (10%)

8. Additional Notes:

• RFN has, after an assessment of the market, selected a number of relevant recipients of this invitation to tender. In addition, the invitation to tender is posted on LinkedIn and RFNs website and www.forumfor.no.
• RFN reserves the right to contact shortlisted candidates for presentations.

9. Assignment award and contract format

• Assignment award: Assignments under the framework agreement may be awarded via a simple written order by email, specifying the deliverables, deadlines, and price. The email will reference the terms of the framework agreement, and the supplier's confirmation by email will constitute a binding agreement.
• Contract format: RFN will use a simplified framework agreement, based on the Norwegian Government Standard Framework Agreement (SSA-R) with adjustments for this specific purpose.
